 Smart Traveler Enrollment Program (STEP)AARO urges all Americans overseas who have not already done so to create an account and enroll in the Smart Traveler Enrollment Program (STEP) in order to receive updated travel and other security information, particularly during the COVID-19 crisis. AARO's understanding is that the information contained in the enrollment is NOT shared with the IRS or other USG agencies.

8.7 million Americans (excluding military) live in 160-plus countries.

If all these Americans were placed in one state it would be the 12th most populous state in the US (right between New Jersey and Virginia)!

In March 2016, AARO delegates to "Overseas Americans Week" were told that State Department estimates had been raised to 8.7 million Americans living and working around the world. That makes them equivalent to the combined populations of Los Angeles, Chicago, Philadelphia and Tucson – something to keep in mind when legislation is being drawn up!

All such numbers are "guesstimates" of course, but they are telling. They are projections from a number of sources but are not broken down by country, as they were at the turn of this century, or even by region, as they were in 2011.

In late 2011, the State Department shared its then-current estimates of the number of US citizens not affiliated with the US Government resident abroad, by region. The total was the highest released to date: close to 6.32 million.

Because Americans residing outside the United States are not counted in the US censuses, this estimate, like all would-be counts of Americans abroad, was based on a limited amount of data combined with intelligent guesswork.

The estimated figures, by region, were:

  • Africa: 171,000
  • East Asia and Pacific: 864,000
  • Europe: 1,612,000
  • Near East: 870,000
  • South Central Asia: 212,000
  • Western Hemisphere: 2,591,000
  • For a total of 6,320,000
